Foreword from Cathy Elliott, Chair, NHS West Yorkshire Integrated Care Board
Welcome to the second annual report and accounts for NHS West Yorkshire Integrated Care Board (ICB). This report covers the period from 1 April 2023 to 31 March 2024, and gives an overview of our progress and performance over that period as an already established Integrated Care System (ICS). It sets out how we continue to work with people and partners across West Yorkshire to join up services so that we can improve people’s health and wellbeing and reduce health inequalities.
In the toughest of financial climates, we delivered a break-even financial plan and retained our influence nationally and locally, whilst also helping to deliver substantial improvements in major capital schemes with new services opening in new structures tied to better social return on investment.
This has been another challenging year, as the health and care system in West Yorkshire and nationally has experienced significant pressures. Our performance has inevitably been affected by that, as you will see in the report that follows. However, we have made good progress against some of our targets because of the people and communities we support alongside our relationships with partners and stakeholders.
